Quick verdict

Weighted almost entirely on published cost, the order changes. Robinhood, Webull, Interactive Brokers and Fidelity lead, and the incumbents with larger fee surfaces fall back. Read this ranking alongside the safety score rather than instead of it: Robinhood is joint-cheapest and also carries the heaviest 2025 enforcement record in our set. Cheap and safe are separate questions, and this page only answers one of them.

Positions 1–2 are a statistical tie

Fidelity, Interactive Brokers finish within 0.00 points of each other on a 10-point scale built from whole-number sub-scores. That gap is smaller than the resolution of the evidence behind it, so the order between them is not a verdict. Read their sub-scores and pick on the criterion that matters to you.

Sub-scores are integers, so the bars carry more information than the order does.

Positions are computed from published sub-scores at build time. Fidelity, Interactive Brokers, Charles Schwab lead; their unrounded totals are 9.00, 9.00, 8.45.

Why these weights

Cost is raised to 55%, the highest weight any pillar carries on this site. Safety is kept at 25% rather than zero, because a firm's registration record is not something a cost-conscious reader should be invited to ignore entirely.

Winners by category

  • Lowest options cost per contract

    Robinhood

$0.04 per equity options contract, the lowest published figure in our set.

  • No commission on stocks, ETFs or standard options

    Webull

$0 across all three, with regulatory pass-through fees itemised publicly.

  • Lowest cost at high volume

    Interactive Brokers

IBKR Pro tiered pricing reaches $0.0005 per share above 100 million shares a month.

The full fee surface, ranked

Per-contract options fees across our published set run from $0.04 at Robinhood, through $0 on standard contracts at Webull and eToro US, $0.50 to $0.80 per side at TradeStation, $0.65 at Fidelity, Schwab, E*TRADE and Merrill Edge, $1.00 to open at tastytrade, and $1.00 at Vanguard. That is a 25-fold spread on the same product.

Recurring charges are rarer but heavier. Vanguard publishes a $25 annual account service fee, waivable. TradeStation publishes a $10 monthly inactivity fee, waivable on activity, and $99.99 a month for its desktop platform with RadarScreen. Nobody else in our published set charges to hold an account.

Exit charges are where the zero-commission story breaks down hardest. Vanguard charges $100 to close an account and transfer assets out — the highest in our set, and an awkward figure for the house most associated with low costs. Webull charges $75, Merrill Edge $49.95 for a full transfer, and Fidelity $0. Schwab, Interactive Brokers, E*TRADE, Robinhood, tastytrade, eToro US and TradeStation do not publish one on the pages we read, so those stay unverified rather than assumed to be zero.

Where cheap gets expensive

tastytrade illustrates why a single 'cost' number is misleading. At $1.00 to open a single equity option contract it is 25 times Robinhood's rate. But nothing is charged to close, and the fee is capped at $10 per leg — so a 50-contract order costs $10 rather than $50, and the round trip costs $10 rather than $4 at Robinhood's rate doubled. Above roughly ten contracts per leg, tastytrade is the cheaper venue.

Interactive Brokers has the mirror-image problem. IBKR Pro's tiered rate is the lowest per-share cost here, but the $0.35 per-order minimum means a 20-share order costs $0.35 rather than $0.07. Small, frequent orders are the case where its pricing works against you.

Why each broker sits where it does

The figures that matter for best low cost brokers, and the arithmetic that produced each position under this page’s weights. The same brokers rank differently elsewhere on this site because a different question is being asked; the sub-scores do not change, the weights do.

Every sub-score and why

The arithmetic behind every position on this page: each sub-score, the weight it carries here, and what it contributes to the total. If you disagree with a weight, these let you recompute the ranking yourself — that is the point of publishing them. The written reason behind each integer is on that broker’s review.

Five further pillars — access and eligibility, platform and usability, research and education, customer service, execution quality — carry no weight in any ranking, because none of them can yet be settled from a document a reader can open. What each would require is set out in the methodology.

Researched but excluded

  • SoFi Invest (SOFI SECURITIES LLC, CRD 151717) — Legal entity confirmed via FINRA, but the fee page returned HTTP 403 when we attempted to read it. Re-attempted on 30 August 2026 against the published fee schedule PDF and the SoFi support articles: both returned 403 as well. Secondary summaries of SoFi’s pricing are available and we are not using them — we will not score a firm from anything but its own document.

Frequently asked questions

Is the cheapest broker the best broker?
No, and this page is deliberately narrow to make that visible. It weights cost at 55%, and the resulting order differs from our main ranking. Robinhood scores near the top here and near the bottom on safety. Both scores are computed from the same evidence; they are answering different questions.
What hidden fees should I look for?
In our reading, the four that catch people are outgoing account transfer fees, annual account service fees, inactivity fees, and per-contract charges on index options that differ from the equity options rate. All four are published, and all four sit outside the headline commission.
